Of course, it's very safe to take pictures in New York because it's tourist city. It is perfect LEGAL to take pictures except in Port Authority of New York and New Jersey premise.
You could take pictures of everywhere, including buildings, architectures.
In subway and train stations, well as taking bus pictures, you cannot use flash because it's against MTA Rule of Conduct Section 1050.9c that allow you to take picture.
